2) Ecological Wisdom: Please outline your view of the major environmental and ecological issues facing San Francisco and your
proposed policies to address them.

In my mind, the most pressing environmental issues are dirty streets,
mass transit emissions, garbage and refuse collection, and water and
air quality. I will establish a realistic long term capital
improvements plan and dedicate an annual appropriation to ensure
cleaner and safer streets. To tackle the issue of mass transit
emissions, I will conduct a thorough review to confirm that the City
is purchasing environmentally friendly vehicles. I will also review
the present garbage collection contract and open that contract for
competitive bidding so that our city can receive the best available
service. Finally, I will work closely with the Bay Area Air Quality
Management Control Board to encourage complete compliance and
dedication to better air quality.

A) What is your assessment of homelessness in San Francisco, and what solutions do you propose?

Homelessness in San Francisco is exactly as it was 10 years ago yet
today our City spends 5 times as much as now to provide the same
services. The City is not addressing the root causes of homelessness
but instead has chosen to award contracts to non-profit homeless
industry service providers whose very business is homelessness. A
thorough review of our city's homeless policies is absolutely
necessary so that those most in need are the true of beneficiaries of
our funds and services.

proposals?

Housing affordability should be left to the open market. If elected, I
will reintroduce my HOPE proposal of 2002 which will increase
home-ownership for those ever-shrinking populations which are
currently underserved. HOPE allows landlords to voluntarily sell
apartments as deeded units to the tenants who wish them. As a result,
those populations will be able to acquire a piece of the rock-home
ownership-at a much more affordable price that will allow for long
term residency. Otherwise, families will continue to be forced out
because they don't have a real stake in the property they live in. By
creating a system which provides under-served families with the
utilities for home-ownership, we reduce that economic strains of
expensive rent and provide a path to long term residency in San
Francisco.

My approach to government has always been performance based and I am a
firm believer in the equal treatment of men and women. With this is
mind, I do believe that women are well-represented in city government
I will continue this trend by appointing the best person for each
position, regardless of gender.

pressing issues which must first be addressed before it's Mayor can
become involved in issues outside of San Francisco.
